"History of Harper District"
Brothers Robert R and John, born in Pendleton Co, VA; married sisters. Lived in Lewis county a few years, in 1838 moved to Roane county and settled in Lower Harper District.
Robert made his home on Flat Fork at the mouth of Cabbage Fork.
The home of Robert R Raines was a great public center. It was here that the Flat Fork Post Office was established, the first in Harper District and among the first in Roane county. Robert was the first postmaster. The mail was then carried from Ripley to Walton once a week. Flat Fork was for many years the only post office between Ripley and Walton and people went a long way for their mail.
It was here at the home of Mr Raines that Harper District was organized in 1862.
